This reminds me of the time my wife was injured and the insurance guy handling her case did everything possible to deny and stall the payment. We had to put her surgery on a credit card because this one guy tried his damnedest to make us give up and go away. And the only motivation for that I could imagine was that he thought it would make his numbers look good.

So there's a whole bureaucratic structure filled with young men (and it's usually young men) brainstorming ways to impress their bosses by creating something that would benefit the higher ups so they can get a promotion. They don't think about the real harms they inflict. They just want a clever hack that will get them a bigger paycheck and a better office.

But that's the system they're in, and without institutional change, things will only get worse for them.

Oh yeah. Like the lawyers who get obvious really venal criminals off because it makes their success rate look good. But those are not the ones I am referring to in meaning well. These guys are mixed motives at best.

I mean the ones who genuinely believe they are doing a good thing as they propagate a nasty system. Like the article you pointed to re China. The text backs away from actually saying, but definitely implies, that the young woman first interviewed loves the new system. I bet she thinks, women will be safe to go anywhere, how awesome! And that aspect (if it works) IS awesome. It's these other aspects that are so dangerous.
